My Priorities

As a leader in local and state government, I know how the federal government impacts our lives and our landscape.

Colorado’s Third District needs an effective member of Congress who can guide federal policies and actions on issues across the spectrum.

Please explore my positions on these priority issues. You’ll find that I take a strong stand, and that’s because I take the time to listen, learn and develop informed positions.


This District needs a Representative who supports and preserves family agriculture.

As your 3rd District representative in the U.S. Congress, I will:

  • Repeal provisions in the Trump Tax Bill that hurt rural communities.
  • Support a Farm Bill that actually works for family agriculture.
  • Protect USDA loan programs that assist family farms, ranches, and small businesses in rural communities.

Campaign Finance Reform and Voting Rights

We must ensure government by the people, not by dollars, dark money or secretive organizations.

As your 3rd District representative in the U.S. Congress, I will:

  • Vote for the “Democracy for All” constitutional amendment to end Citizens United. We must eradicate dark money from our democratic political process.
  • Support transparent campaign disclosure and reporting requirements for congressional and presidential candidates.
  • Support full access for voter registration, especially for minority communities.
  • Fight voter suppression and expand voter access.
  • Share Colorado’s outstanding model of mail-in balloting to build voter turnout.

Cannabis and Hemp

Legalization of cannabis and hemp is working well for Colorado, and 30 other states have laws legalizing marijuana in some form. The federal government should respect the rights of these states.

As your 3rd District representative in the U.S. Congress, I will:

  • Co-sponsor and vote for the bi-partisan STATES Act, which would allow states to legalize marijuana, and would protect users and businesses from federal interference.
  • Support legislation to allow banks and credit unions to serve cannabis businesses.
  • Repeal the IRS 280E rule, which prevents cannabis businesses from deducting normal business expenses when filing federal taxes.
  • Enact protections for farmers who choose to raise hemp.
  • Work across the aisle to ensure that marijuana is no longer a schedule 1 substance.

Economy and Employment

We must expand economic opportunity for all and create an economy that works for everyone, not just the top 1%.

As your 3rd District representative in the U.S. Congress, I will:

  • Repeal the regressive provisions of the Trump Tax Bill that benefit only the wealthy and burden our children with punishing debt.
  • Implement effective business tax policy, encouraging corporations to operate and employ workers here in the U.S.
  • Incentivize small business expansion and growth of jobs that pay living wages.
  • Invest in 21st century infrastructure projects for clean water, broadband, transit systems and renewable energy.
  • Raise the minimum wage and permanently index it to the cost of living.
  • Support collective bargaining.
  • Fight to regain complete Net Neutrality.
  • Ensure equal pay for equal work.


I support public education, from pre-K through college. A solid academic education and technical training is essential for today’s young people to succeed in tomorrow’s economy.

As your 3rd District representative in the U.S. Congress, I will:

  • Seek federal funding to help states enact universal pre-K classes.
  • Assist states in offering expanded vocational and technical training, apprenticeship opportunities, and support for first-generation college students.
  • Override the Trump administration’s efforts to deregulate the for-profit college industry.
  • Protect funding for Pell Grants, which help low-income and working students attend college.
  • Support legislation to prevent predatory lending and regulate repayment practices for student loans.

Energy and Climate

Congress must act immediately to reduce carbon and methane emissions, expand development of renewable energy, and prepare for impacts of climate change.

As your 3rd District representative in the U.S. Congress, I will:

  • Advocate for the U.S. to reinstate its commitment in the Paris Climate Accord.
  • Support rapid expansion of renewable energy projects nationwide, and assist utilities working to modernize the nation’s electric grid.
  • Reverse the Trump Administration’s efforts to roll back efficiency standards for vehicles and appliances.
  • Protect continued funding for NOAA, NREL and other federal research agencies essential to our progress in climate science.
  • End federal subsidies for fossil fuels, while developing effective programs for retraining and income support for laid-off workers.
  • Seek nationwide regulation requiring the oil and gas industry to detect and repair methane leaks from oil and gas wells and pipelines.

Foreign Policy

We must avoid ideology and enact rational, evidence-based foreign policy and national security.

As your 3rd District representative in the U.S. Congress, I will:

  • Reform our military contracts and Pentagon spending.
  • Insist that any act of hostilities, not in self-defense, must first obtain authorization from Congress.
  • Repeal the 2001 Authorization For Use of Military Force.
  • Support a two-state solution for Palestine and Israel.
  • Support global denuclearization, and continue to fund and support U.S. nuclear disarmament.

Gun Safety

Enough is enough. We need real public safety. I stood up to the NRA in 2013 by voting for universal background checks and magazine limits in Colorado.

As your 3rd District representative in the U.S. Congress, I will:

  • Enact true, nation-wide universal background checks, similar to those we passed in Colorado.
  • Sponsor legislation to impose an effective, long-term ban on assault weapons and a permanent ban on bump stocks.
  • Authorize and fund national research on gun use, safety, and violence prevention at the Centers for Disease Control.

I support universal, single-payer healthcare. Healthcare is a right. Everyone should have access to affordable, high quality healthcare, and the opportunity to live a healthy life.

As your 3rd District representative in the U.S. Congress, I will:

  • Vote for HR 676 or other Medicare for All legislation.
  • Improve the Affordable Care Act by eliminating the two-earner glitch and solving the cliff effect.
  • Defend funding for Medicare, Medicaid, CHIP and rural health clinics.
  • Fund care and treatment for mental illness.
  • Support research and funding for drug prevention and drug treatment programs.
  • Address the opioid crisis through research, treatment, regulation and funding.
  • Make prescription drugs more affordable by allowing the federal government to negotiate with pharmaceutical companies.
  • Protect women’s access to reproductive healthcare and the right to choose an abortion.

Human Rights

We must stop the Trump administration’s rollback of our rights and fight for equal protection of all people under the Constitution.

As your 3rd District representative in the U.S. Congress, I will:

  • Prohibit discrimination based on gender, sexual preference, religion, race or ethnicity.
  • Ban racial and ethnic profiling.
  • Reform mass surveillance and protect your right to privacy on the internet.
  • Preserve everyone’s right to a harassment-free workplace, school and community.
  • End arbitrary and indefinite detention.
  • Support the rights of all minorities.


The U.S. Congress must enact practical, compassionate, bipartisan, evidence-based immigration reform.

As your 3rd District representative in the U.S. Congress, I will:

  • Permanently end family detention and separation.
  • Create a predictable path to citizenship.
  • Improve work visa programs, such as H1B and H2B, to protect immigrant workers.
  • Pass a clean Dream Act.
  • Reform federal college tuition assistance programs to allow Dreamers to get an affordable college education.
  • Fight the Trump administration’s fiscally irresponsible policy to build a border wall separating the U.S. and Mexico.


Labor is what built our country, and a strong labor movement creates opportunity and prosperity for all workers.

As your 3rd District representative in the U.S. Congress, I will:

  • Support a major, five-year federal investment in infrastructure valued at $1 trillion to support employment and upgrade aging infrastructure nationwide.
  • Enact a Green New Deal.
  • Vote for a Full Employment Act.
  • Support collective bargaining for labor organizations.
  • Work to repeal Taft-Hartley.

Public Lands, Water, and Wildlife

I am a strident advocate for science-based, stewardship-oriented policies that protect our country’s environment.

As your 3rd District representative in the U.S. Congress, I will:

  • Seek strict standards and regulation for oil and gas leasing on federal lands to protect natural values on the surface.
  • Insist on science-based protections for endangered species and the habitat they occupy.
  • Champion more designations of wilderness and wild and scenic rivers to protect our nation’s great treasures.
  • Seek re-designation of national monuments in the West decimated by the Trump Administration.
  • Fund effective waste disposal and recycling programs to prevent toxins from entering our environment.
  • Use my experience in developing Colorado’s Water Plan to protect water quality nationwide.

The veterans who served our country have earned our respect, and they deserve full access to healthcare and other benefits. As Joe Biden says, “When your service ends, ours begins.” Congress must ensure that services meet the many and complex needs of veterans and their families. With a suicide rate today of 20 veterans per day, this is a critical need and a moral imperative.

As your 3rd District representative in the U.S. Congress, I will:

  • Make sure the new Community Care program gives vets needed flexibility in seeking healthcare from private doctors.
  • Protect funding for the essential direct care provided by VA hospitals and clinics, and push the Trump Administration to fill the more than 30,000 unfilled positions in the VA workforce.
  • Defend the essential services provided by our VA Medical Center in Grand Junction, our outpatient clinics in Glenwood Springs and Salida, our community-based outpatient clinics in Craig, Montrose, Durango, Alamosa and Pueblo, and our Vet Centers in Grand Junction and Pueblo.
  • Advocate for homeless veterans by seeking housing solutions that offer safety and dignity.
  • Ensure that veterans have full access to mental health counseling, PTSD recovery therapies and suicide prevention services. These must include innovative therapies that are not dependent on Big Pharma, such as service dogs, sports, art, music, equine and wilderness therapies, as well as cannabis-based treatments, that are proven effective in saving the lives of our service members.
  • Address the special needs of women veterans and active duty women soldiers who, in addition to PTSD and traumatic brain injuries, endure sexual trauma and gender bias.
  • Push the VA to address the lingering respiratory health impacts suffered by Iraq and Afghanistan veterans who were exposed to toxic fumes from burn pits, and a broader range of health impacts for vets exposed to Agent Orange in Vietnam.
  • Encourage local communities to embrace their veterans with homecoming support in the job market and the community culture. Programs and outreach that reconnect veterans to the civilian world provide a life-changing antidote to the crippling isolation that many veterans suffer.

Women’s Rights

Equal rights for women in schools and the workplace, the right to family planning and reproductive health services, and freedom from fear and violence are the foundation of economic independence for women.

As your 3rd District representative in the U.S. Congress, I will:

Equal rights

  • Demand that women receive equal pay for equal work in all employment.
  • Fund paid parental leave and defend pregnancy protections for working women.
  • Seek national enactment of the Equal Rights Amendment.

Family planning

  • Defend Roe v. Wade and oppose any efforts to weaken or overturn this ruling.
  • Make women’s health services and birth control more accessible and affordable.
  • Protect Title X funding for family planning services, as well as family planning provisions funded by Medicaid.
  • Fight any efforts to include the “personhood” concept in federal legislation.

Freedom from fear, violence and harassment

  • Support and co-sponsor gun safety bills, because gun violence in domestic situations is a major cause of death and injury to women.
  • Support and defend the 1994 Violence Against Women Act, and push for passage of the Violence against Women Veterans Act.
  • Co-sponsor and vote for HR 4396, the ME TOO Act.
